Eastchester Residents Notified of Level 3 Sex Offender

The Eastchester Police Department sent out a "Community Notification" last Friday, alerting residents that Joseph Reutershan, a Level 3 sex offender, has recently moved into a Eastchester home.

The Eastchester Police Department notified residents last Friday that a “Level 3” sex offender has moved into the Town of Eastchester.

Joseph C. Reutershan, 46, is currently living at 20 Lee Avenue. Under law, a convicted sex offender's residence must be announced to anyone considered as part of a “vulnerable population.” According to the New York State Division of Criminal Justice Services, Reutershan and other Level 3 sex offenders are considered to be at "high risk" for repeating their crimes.

According to the notification, Reutershan in 2009 was found guilty of promoting an obscene sexual performance by a child less than 17 years of age, possessing an obscene sexual performance by a child less than 16 years of age, and disseminating indecent material to minors in the 1st Degree. Reutershan’s victim was a 15-year-old boy with whom he had no prior contact or relationship.

Reutershan is described as 6’2”, 230 lbs, with brown eyes and gray/brown hair. He wears glasses and has tattoos on each of his arms.

Reutershan has been ordered to participate in a sex offender treatment program, substance abuse program and/or mental health counseling, and is to have no contact with children under the age of 18, unless in the company of an adult over the age of 21 and with permission from a supervisor. He is also not to frequent places that sell alcohol primarily for on site consumption.
